Apakah pendirian Malaysia isu penghapusan etnik Rohingya – Wan Azizah

Penghapusan etnik Rohingnya yang sedang berlaku di Myanmar ketika ini merupakan sebuah tragedi besar dalam sejarah kemanusiaan. Tragedi ini mendapat perhatian seluruh dunia termasuk juga rakyat Malaysia.

Namun demikian, Kerajaan Malaysia seakan-akan berpeluk tubuh melihat tragedi ini berlaku. Tidak dinafikan wujudnya protes-protes kecil daripada Kerajaan Malaysia seperti pembatalan perlawanan persahabatan bola sepak Skuad Projek Sukan SEA negara menentang Skuad B-22 Myanmar (walaupun tiada alasan rasmi diberikan oleh pihak FAM), penganjuran perhimpunan solidariti Rohingya pada 4 Disember ini, serta rasa simpati dan kutukan keras yang diucapkan oleh Perdana Menteri Najib Razak semasa ucapan pembukaan Perhimpunan Agung UMNO 2016 (PAU 2016).

Persoalannya, mengapakah Kerajaan Malaysia tidak menggunakan peluang, amanah dan tanggungjawab sebagai Ahli Tidak Tetap Majlis Keselamatan Pertubuhan Bangsa-Bangsa Bersatu (PBB) bagi mendesak usul tergempar mengenai penghapusan etnik Rohingya? Janganlah kita lupa bahawa Malaysia adalah Ahli Majlis Keselamatan PBB.

Kerajaan Malaysia juga kerap menggunakan alasan polisi ‘non-interference’ ASEAN apabila didesak untuk mengambil pendirian yang lebih serius. Alasan polisi ‘non-interference’ ASEAN juga digunakan apabila Kerajaan Malaysia tidak mahu membincangkan isu ini di Dewan Rakyat. Kerajaan Malaysia juga sehingga kini, masih tidak mengiktiraf pelarian Rohingya sebagai pelarian perang.

Dengan ini, saya mendesak Kerajaan Malaysia membawa usul tergempar membahaskan isu penghapusan etnik Rohingya di Myanmar ke peringkat Majlis Keselamatan PBB. Malaysia juga , sebagai pengasas ASEAN, harus ke depan memecahkan tradisi lapuk membawa isu penghapusan etnik Rohingya ke peringkat ASEAN kerana ini adalah isu kemanusiaan dan hak asasi.

Janganlah kita setakat simpati dan bertempik tetapi juga bersuara menggunakan kedudukan dan tanggungjawab yang diamanahkan. Akhir sekali, ingin saya menegaskan, jika Kerajaan Malaysia benar-benar mengambil serius isu ini, penghapusan etnik Rohingya, langkah pertama harus diambil iaitu adalah mengiktiraf pelarian Rohingya sebagai pelarian perang.

WHAT IS THE MALAYSIAN GOVERNMENT’S POSITION ON THE GENOCIDE OF THE ROHINGYAS?

The genocide of the Rohingyas currently taking place in Myanmar is truly a major tragedy in human history. This tragedy is being witnessed by Malaysians and the entire world.

Even so, the Malaysian Government seems unwilling to act on this tragedy. It cannot be denied that minor protests by the Malaysian Government has taken place, such as the cancellation of a friendly football match between Malaysia’s Skuad Projek Sukan SEA team and Myanmar’s B-22 Team (although no official reason was given by the FAM), the solidarity gathering for the Rohingyas this 4th December, and the sympathies and criticisms made by Prime Minister Najib Razak during his opening speech at the UMNO Annual General Assembly 2016.

Therefore, why is it that the Malaysian Government has not used the opportunity and responsibility that it holds as a Non-Permanent Member of the UN Security Council to press an emergency motion regarding the genocide of the Rohingyas? Let us not forget that Malaysia currently sits in the UN Security Council.

The Malaysian Government also constantly uses the excuse of ASEAN’s ‘non-interference’ policy when it is pressured to take a more serious position. The ASEAN ‘non-interference’ policy is also used when the Malaysian Government does not want to discuss this issue in Parliament. Neither has the Malaysian Government acknowledged Rohingya refugees as war refugees.

I therefore call upon the Malaysian Government to bring an emergency motion to debate the genocide of the Rohingyas in Myanmar at the UN Security Council. As a founder member of ASEAN, Malaysia must also take the lead in overcoming old traditions by bringing the matter of the genocide of the Rohingyas at the next ASEAN summit as it is a matter of humanitarianism and of basic rights of the Rohingyas to exist.

It is insufficient to merely voice out our sympathies to the Rohingya cause, but we must also employ our positions and responsibilities. Lastly, I wish to reiterate that if the Malaysian Government were truly serious about the genocide of the Rohingyas, the first thing that it must do is to acknowledge Rohingyan refugees as war refugees.
